William Tooke was one of England's earliest Russian specialists in the modern sense. He spent many years in Russia during Catherine's reign, made extensive use of libraries there, interviewed eyewitnesses to important events, read widely in the accounts of other foreign visitors to Russia, and then in 1799 published his findings in three substantial volumes-with occasional citations to other sources. His work is thus a combination of primary and secondary material.
